If you are trying to accept a card-present or card-not-present payment with an HSA card and receive a Payment Declined pop-up that has a "30039: Service not allowed" error message, it means the payment has been declined per the card issuer or card network. In the case of an HSA card, the payment may have been declined because your practice has a Merchant Category Code (MCC) the HSA card does not support. For example, an HSA card for dental services cannot be used for optometry services.

The cardholder can call the card issuer to get more information on why the HSA card was declined.
